FPOs should work with village cooperatives: Shah
Cooperation Minister Amit Shah on Friday asked farmer producer organizations to work in a hybrid model by associating themselves with Primary Agricultural Credit Societies (PACS) by agreeing to provide services to members of the cooperatives.
Addressing a confidential meeting in Delhi, Shah said, “I want to urge those who have already established 11,000 FPOs to continue operating as an FPO. But attach yourself to one or two PACS and work in a hybrid model. If you do this, you will bring about miracles in the PACS system.” “. He added that the royal armed organizations can conclude an agreement with the association to provide services to the farmers who are members of the cooperative.
Shah asked the National Council for Cooperative Development and Ministry of Cooperation officials to finalize a draft agreement in this regard to help the Protection of Civilians Society (PACS) and military organizations (FPOs) enter into agreements to exchange information, marketing and profits.

The minister also said that agriculture can become a profitable venture if modern technology is adopted. Stressing the need to strengthen commercialization, he said that IP military organizations could further help boost the contribution of agriculture and allied sectors to the country’s GDP.

In addition to the existing FPOs, the government has set a target to establish 10,000 FPOs by 2027-28 under the Ministry of Agriculture’s q-plan. Among them, the Cooperative Ministry has been authorized to set up 1,100 FPOs.

He highlighted that a committee had proposed the creation of FPOs in 2003 during the Atal Bihari Vajpayee government, and claimed that they were kept in cold storage (during the UPA government). It was Prime Minister Narendra Modi who decided to strengthen FPOs to further boost agriculture and allied sectors.
According to Shah, there are currently 11,770 FPOs operating in the country and a large number of farmers benefit from them. In 2020, the center launched the Central Sector Scheme for the formation and promotion of FPOs at a cost of Rs. 6,865 crore as part of measures to increase farmers’ income. The Ministry of Agriculture said on July 12 that a total of 6,319 peripheral organizations have already been registered under the scheme so far.
The Minister also said that there are several types of FPOs – those run by individuals, partnerships, corporations and now PACS. He added that FPOs formed by PACS are better able to provide benefits to farmers compared to FPOs set up by individuals, corporations and partnerships.
Shah said PACS, FPOs and self-help groups are the three organizations that will help bring about agricultural growth and rural development in the future.
